SUBWAYS: INCOMPLETE PROVISIONALS

Many subway fans (and fan-atics, aka 'foamers') love the old IND subway lines in NYC for the simple fact that the IND built many provisions for further service expansion in the future while the other subway companies, IRT and BMT rarely did)(the 3 companies were merged into the 'unified present day NYC subway system under government control under Mayor LaGuardia in the 1940's).

many of the IND's expansion provisions still exist today, some virtually untouched and unseen since they were built. Some are entire stations, while others are only small tunnel and station portions. To the left we see the entrance to one of these areas.

...and end up here, in a large chamber with no lights or other signs of life to be found. this location is truely odd, as there are no obvious provisions fror tracks, or for exits to the street one level above. What it's intended use was is beyond any immdiate deduction.
At this track level, one might find this odd set of steps to nowhere. perhaps it was placed here to allow work crews to easily get on and off trains? Again, no quick answer is to be found in the thick dust and dirt of this quiet, train-less tunnel.
Looking upward in some spots, one might notice a level just above - which is, of course, another provisional tunnel of rather large size compared to others of it's type and construction.
